The winner will take on either second seed Casper Ruud or sixth-seeded Juan Manuel Cerundolo in the last four.
In the last ranking list, Collignon was in 42nd place, 21 places below Vacherot. In the ATP Live Race, he only trails Vacherot by nine positions.
The Spaniard has won two Challenger Tour clay court titles this year.
So far in this tournament, Collignon has beaten Timofey Skatov (in three sets) and Lorenzo Sonego in straight sets.

Valentin Vacherot had to come from behind to win his one match this week as he beat Yannick Hanfmann.
